Well that's actually true, the overwhelming forces of Xerxes the Great (Khshayârsha) King of Persia did inspire the the divided Greece to unite against the Persian army and Greece did have a sort of democracy while Persia had one leader to make all descisions. In the end the Greeks were defeated by Xerxes and the Persian army in the Battle of Thermopylae, though they had severe losses.
